When consuls reach a decision they need to summarise their reasons for making their decisions.
These summaries will be posted on the forums and will be effective immediately, if people do not like the way their consuls are performing then they need to vote for someone different during the next election.

If for some reason the two consuls decide to make completely bogus decisions then an instant re-election could be held (providing it had popular support amongst the community).
